RISK ASSESSMENT PROCESS FOR USE IN DISSEMINATION OF INTELLIGENCE/EVIDENTIAL MATERIAL
1) Does the material contain confidential or sensitive material : No
2) If yes, are there any restrictions on use, or requirement for special handling, imposed by the originating Officer ? : N/A
3) Are there any ethical, personal, or operational risks that are likely to result as a consequence of this dissemination ? (The test of proportionality requires assessment of both the character & standing of subject & the likely consequence to that individual arising from the dissemination, given the nature & seriousness of the crime) :
This intelligence relates to the abduction of Madeleine McCann. The extremely serious nature of this offence dictates that all possible efforts to locate and safely recover her should be expedited. As a consequence potentil infringements upon individuals human rights etc, as well as possible collateral intrusion, should be viewed as lesser in importance than her safety and well being. Given the huge amount of public interest generated as a result of this case it would be hoped that most individuals would be prepared to tolerate potential minor personal intrusions as by-products of the Police quest to locate Madeleine McCann.
4) What is the purpose of this dissemination ? : To assist crime agencies in the protection of life.
5) Are there any special conditions relating to the retention of this material ? : This document should be the subject of secure Police storage procedures, and only disseminated under supervision.
6) Having identified any risks, detail the plan to manage the risk (including requirements for PII if applicable) :
The potential risks in this case are currently deemed as low. Although the name and personal details of the source are known to the submitting Officer, little else is known of that person due to the fact that they are currently in Holland. It would be expected at this time that the details of the source are kept confidential at this present time and a p.i.i application may need to be considered if proceedings arise, as well as a further risk assessment when further information is known of the source.
7) In the light of the assessment, is the handling code correct ? : Yes
