Subject : Madeleine McCann sighting

Dear Sir or Madam,

I was on holiday in Corsica last week. On Wednesday the 5th September my husband and I and our 14 month old came back from a day trip in Calvi to L'ile Rousse (near where we were staying) on the fast train at 4.10.

We were unable to contact my mother to pick us up at L'ile Rousse Station, so walked into L'ile Rousse. My husband went to a cafe to meet my dad and I too my son Axxx to the playground. I think there is only one in L'ile Rousse centre.

In the playground there was a little girl who was with an older couple, probably her grandparents I thought at the time. I didn't really look carefully at the woman, though she was probably in her late fiftys with permed grey hair. I remember the man better, he was tall, about 60, thick-set, dark grey hair, olive skinned.

This little girl looked like Madeleine McCann, about 4 yrs old, with the same hair, similar face etc. So I looked at her eyes, and she had on the right eye a defect in the iris, a darker green area, something a bit unusual colouring in the left also. At the time I thought Madeleine had a pupil defect and so I discounted it.

The little girl was quite lively and running up the slide the wrong way, the 'grandfather' figure said something to her in French, he looked slightly exasperated with the active child. She responded also in French (though it could have been Corsican - I understand they are quite similar). This made me think that it could not be Madeleine because she seemed to speak French.

However when I got home, I was reading the papers and I realised that Madeleine's eye defect is not in the pupil, but in the iris, like the little girl I saw, and I also realised it has been 4 months since she went missing, so she could have picked up a bit of French/Corsican in that time.

Corsica I suppose is relatively low on British tourists. So an abductor might risk going to a playground ??

I am really sorry for not reporting this at the time. As I said, I discounted it for the reasons I explained.

I am a GP, so I did look (fairly) carefully at the girl's eyes. In so much as one can when dealing with......

Dear Sirs,
I have been asked by a contact at Leicestershire Police to e-mail you some details, and enclose some pictures I took of a little girl, who I believed looked very similar to Madeleine McCann, and as such I enclose some pictures I took when I was on a recent family holiday in Portugal, not only of the little girl but also of her Father and of a lady who also appeared to be a part of this party, but was never ever together with either the little girl or the father.

Before I go into more details I must please ask you to take this note seriously and I enclose my contact details now should you need to seek additional clarification from myself on any of the points. I wish to verify my record of events.

Calum Kirk
Tel 019287xxxxx
e-mail (as above)
Mobile 079003xxxxx

Essentially how I came to take these pictures is as follows.

My wife, I and our small daughter (2 years old) were on holiday in a village called Carvoeiro, in the Algarve, circa 20km from Praia Da Luz, and we decided one day (7th September 2007) to go to a major sandcastle building exhibition, not far from our rented villa in Carvoeiro. This exhibition is known as FIESA.........(Note : 3-4 illegible words here).

We had been walking around the exhibition for about an hour and it was about 12:30pm when I saw a little girl being pushed on a swing by her "father". I immediately had a double take as it looked very similar to Madeleine. I said to my wife that I was concerned but my wife said that she was sure it was not her. After about 10 to 15 minutes I was still feeling very uncomfortable with what I had seen so I went to a small sand-pit in the exhibition where children could play and I saw the little girl again. This time I took several pictures of the little girl, all the time pretending I was trying to take pictures of my daughter / surrounding sand sculptures. I enclose these pictures for your attention. The things that concerned me most was that the little girl was most definitely white, whilst her "father" was of a skin persuasion that was much darker, secondly the little girl had clothes that did not seem to fit her properly, hardly what one would have expected of caring parents, thirdly the little girl had a dummy, perhaps not that unusual but given her estimated age and the fact that our daughter who I guess is slightly younger does not usually have her own dummy in very much. This little girl never took the dummy out of her mouth. A couple of other things further concerned me, a) the little girl was never given any significant period of time to play in any one area, she was always being lifted and moved away from whatever she was doing and b) there seemed to be a lady (of white persuasion) who was a part of the party but never ever with either the child or the gentleman whom I have referred to as her "father". This struck me as most unusual as there was no direct contact between..........

Page 2805 (Page 2 of 3 )

........... "mother" and "father" or the child, indeed when the party were walking away from the area where I was the "mother" strode on ahead.

I was feeling uncomfortable with the whole situation so I tried to see if I could see them getting into a car so I could take a picture of the car / number plate but this was to no avail.

Following this we returned to our villa and I went immediately to the Police Station in Carvoeiro with my digital camera and showed the local Police the pictures, they then asked me to go to one of the main (I think they called it Judiciary) Police Stations in Portimao with the pictures, which I drove myself to. Unfortunately, being a tourist abroad I did not manage to hit the main Judiciary Police Station, but instead ended up circa 1km from that Station at another major Police Station.

Upon showing one detective the pictures I was ushered upstairs to have the pictures downloaded where suddenly there was what I would describe as "a hive of activity" with several Police Detectives trying to measure up on the computer screen dimensions etc. They also stated that one of the pictures in particular (CIMG 2014) and furthermore (CIMG 2011) looked similar.

After circa 30 minutes I was advised that I would need to get my passport for identification purposes and the Police drove me back to our villa in Carvoeiro, then back to the Police Station in Portimao where I had initially taken the pictures. During the journey I apologised for potentially wasting Police time but was told that there had been about 6 to 8 people looking at my pictures and they said that they could not say it was not the little girl and that my pictures had already been taken to one of the key Investigators for analysis. Upon returning to the Police Station I was "rather brusquely" told they had my details and that I should go now and enjoy my holiday, and with that I promptly left.

The next day I was still concerned and called the UK Crimestoppers number but to be honest I felt I was being treated like some sort of fool, and I was told that I should do nothing more if I had passed over the photographs already.

The newspapers today have however prompted me to try and speak to someone else as I have had no feedback from the Portuguese Police in any manner or form, and I would appreciate some form of update as to what happened with my pictures after I left the Station. I am also a little uncomfortable about the pictures I took, and while I believe the pictures of the little girl I took show a girl perhaps a bit too small, and perhaps with a bit too much of a belly, the fact that I was also advised by the Portuguese Police that this could have been because of a poor diet does not offer me much comfort.

I genuinely do hope that you view the pictures I took and understand not only why I took them but also why I still have some concerns and am contacting you. Please please note that this is not some form of crank on the back of todays media headlines. I am a very well-balanced father and husband, who has a senior role in a major retailer who is genuinely concerned over the pictures I took, the events I witnessed and the lack of follow-up information from the Portuguese Police.

I therefore request that you try and look into this a bit further, and ask that if you do have any desire for further details you do not hesitate to contact me.

Kind Regards,

Calum Kirk

FORM C.

RISK ASSESSMENT PROCESS FOR USE IN DISSEMINATION OF INTELLIGENCE/EVIDENTIAL MATERIAL

1) Does the material contain confidential or sensitive material : No

2) If yes, are there any restrictions on use, or requirement for special handling, imposed by the originating Officer ? : N/A

3) Are there any ethical, personal, or operational risks that are likely to result as a consequence of this dissemination ? (The test of proportionality requires assessment of both the character & standing of subject & the likely consequence to that individual arising from the dissemination, given the nature & seriousness of the crime) :

This intelligence relates to the abduction of Madeleine McCann. The extremely serious nature of this offence dictates that all possible efforts to locate and safely recover her should be expedited. As a consequence potentil infringements upon individuals human rights etc, as well as possible collateral intrusion, should be viewed as lesser in importance than her safety and well being. Given the huge amount of public interest generated as a result of this case it would be hoped that most individuals would be prepared to tolerate potential minor personal intrusions as by-products of the Police quest to locate Madeleine McCann.

4) What is the purpose of this dissemination ? : To assist crime agencies in the protection of life.

5) Are there any special conditions relating to the retention of this material ? : This document should be the subject of secure Police storage procedures, and only disseminated under supervision.

6) Having identified any risks, detail the plan to manage the risk (including requirements for PII if applicable) :

The potential risks in this case are currently deemed as low. Although the name and personal details of the source are known to the submitting Officer, little else is known of that person due to the fact that they are currently in Holland. It would be expected at this time that the details of the source are kept confidential at this present time and a p.i.i application may need to be considered if proceedings arise, as well as a further risk assessment when further information is known of the source.

7) In the light of the assessment, is the handling code correct ? : Yes

8) Signature of Officer authorising dissemination. (Note - We can accept this form without a written signature if it is emailed directly from the authorising Officer or forwarded via another Officer) : (Unsigned)

Good evening.

My name is Manfred Janson. I am Norwegian and have a summerhouse in Salema, Urbanicao Lematur 52.
I am down here for my annual summer holiday.

Friday on the 7th September I went for a walk to the Figueira Beach together with my wife and some friends.
On our way back entering into Figueira I spotted a small car type Cliof C3 or similar - dark coloured with registration no 'xx xx xx'.
The driver was a young man of abt(sic) 30 years of age and in the back seat was a little girl who reminded me very much of the missing Madelene. He drove into Figueira by the bus stop and parked the car, but only for a second or two, then backed out again and stopped outside a house. I thought he would park there. He looked around and turned to say something to the little girl in the back seat and suddenly he just drove away the same way as he had arrived.
The sun was up and the car's windows were a bit dark so I could not see the girl very well and only for a few seconds.
I thought it a bit odd, and made a note of the car's registration number. The others saw nothing and I have not told anyone about my experience.

I do not want to create any unnecessary activity in this terrible case, but I have not been able to rest at ease after this, which is why I called you tonight. I assume it will be very easy for you to find out about this car, and most likely it will prove to be a complete innocent activity by a young father and his daughter.

At first I decided to forget it and consider it just a trick of the mind, but I cannot just leave it, and even if it is probably just nothing - I will relax more having informed you.

Under any circumstances I wish you good luck in your very difficult work.

Sincerely yours,

Manfred Janson

Subject : TIP-OFF REGARDING MADELEINE MCCANN - POSSIBLY SPOTTED IN NORWAY

Today, Interpol Oslo received a tip-off regarding Madeleine McCann. She was possibly observed at the cafe 'Slobrua Gjesttegaard' in Skarnes, Norway, on Monday 10th September 2007 at around 1615. Two men, around 35-37 years of age, nicely dressed, came to the cafe in the company of a girl whom the witness believes resembles Madeleine. According to the witness, the girl seemed to be around 4 years old. One of the men spoke Swedish, the other Norwegian.

The witness thought that the girl behaved in an "unusual" way.
She seemed to be very polite, and she sat quite still at the table and did not speak unless spoken to. The men spoke to her in English, and she replied in the same language. She did not seem to be afraid or worried.

The men drove a black VW Passat with Swedish license number 'xxxxxx'.

According to the Swedish Police, the license num ber is registered to 'Vxxxxxxxx, Rxxxxx Hxxx Oxx, date of birth : 080376, in Dalarna, Sweden.

Neither the persons nor the car are known to Police Records.

We hope this information may be useful to your investigation.

FOR POLICE/COURT USE ONLY

Best regards,

Interpol Oslo

Thank you for your co-operation.
