External Inquiry Report

Date 02-10-2007
Place: Ocean Club
Executing Officers: Paolo Ferreira and Ricardo Paiva

On this date, at 15.00 we went to the Ocean Club where we were received by the Maintenance and Service Manager, Silvia Baptista, and by the Mark Warner director, John Hill. We asked them to show us all the printers and photocopiers existing at the OC, which were operational at the time of the disappearance of Madeleine McCann and that were used to print colour copies of Madeleine’s photo.

Silvia Baptista informed us that at the request of John Hill and his wife D****, hundreds of colour copies of a photo of Madeleine McCann were printed on 4th May 2007 with the aim of distributing them in Pda L and Lagos. For this purpose a colour photocopier, Toshiba, in the main OC reception was used as well as an HP laser printer, HP Color Laserjet 2840 located at a desk at the Ocean Country company, a colour laser printer Epsom Aculaser C1100 located on the desk of the administrative secretary and a colour laser printer HP Color Laserjet 1600 located on John Hill’s desk.

On his part, John Hill informed us that the printing of large quantities of Madeleine’s photo was carried out by himself with the help of his wife, at the request of Russell O’Brien, a member of the McCann’s group of friends, John Hill stated that the photograph the colour prints were made from a mobile data disk of the “memory stick” kind that Russell O’Brien gave him on the morning of 4th May.

They both stipulated that these were the only colour printers and photocopiers in existence at the Ocean Club and that there was no other place with the capacity for colour printing.

Translated by Albym

KIDS CLUB STAFF interviewed 4 May 2007 by Inspector M.Pinho

Processo Vol I pages 86 to 90; pages 91-103 being passport photocopies.

Today we, I and my colleague L.Madeira, spoke with Mrs Silvia Maria Correia Ramos B., director of maintenance and services for the company "GREENTROUST", which manages the "OCEAN CLUB" company, contactable by mobile phone 964....

Through her, we contacted Donna Louise R.H. (contactable by mobile phone number 964...) manager of the creche staff for the "MARK WARNER" company, [who were] responsible for Madeleine and the twins for several periods each day after the McCann family arrived in Portugal.

The latter advised us that all these employees are English nationals and that they came to work in Portugal from
March/April until November; that there are 13 people who work in the creche, their names and telephone numbers being as follows: [NOTE: Phone numbers withheld]
- Pauline Francis M.
- Emma Louise W.
- Sarah Elizabeth W.
- Susan Bernadette O.
- Leanne Danielle W.
- Shinead Maria V.
- Jacqueline Mary W.
- Kirsty Louise M.
- Lynne R.F.
- Catriona Treasa Sisile B.
- Stacey P.
- Lyndsay Jayne J.
- Amy Ellen T.

--- It was determined further that all these girls live outside the complex [resort], although quite close to it, and that Catriona B. was responsible for Madeleine during the day yesterday.
--- Stacey P. was the staff member responsible for the McCann twins.
--- Usually, it is always the same young woman who cares for the same child.
--- The latest arrivals in Portugal were Sarah W. and Charlotte Pennington who arrived last Saturday, April 28th 2007. --- The informant, responsible for coordination, distributed the children between the various girls, taking care that each child was unknown to their carer.
--- The informant noticed nothing abnormal up to today and that no one was absent from work except those who were on their day off.
--- All the carers have made themselves available to speak with the police.

*CATRIONA B.*

In our informal conversation with Catriona Trease Sisile B., also known as CAT, she stated:

1. That she arrived on March 21st 2007 and that she plans to return to the UK on November 7th 2007;
2. That she cared for Madeleine since Sunday April 29th 2007, daily until yesterday and that she always worked the same hours;
3. That yesterday Madeleine arrived at 9.10. It was her father, Gerry, who brought her;
4. That her mother, Kate, picked her up at 12.25;
5. That her mother, Kate, dropped her off at 14.50 and picked her up at 17.30;
6. That in the same room as Madeleine, there were 6 other children in the morning and 4 in the afternoon (including Madeleine);
7. That she did not see any strangers in the complex during that time or previous days.
8. That on the first day, Madeleine was shy. On the following days she was more calm and uninhibited. Yesterday she was joyful.
9. That she was never far from Madeleine, keeping her under visual supervision at all times when she was her responsibility, even asking her permission to go to the bathroom;
10. That, over the days, she noticed no change in the behaviour of the child's parents;
11. That she noticed no abnormal situation relating to this family;
12. That Madeleine had not told her about any person who had contacted [spoken to] her in recent days, nor [about] any possibly suspicious conversation.

*STACEY P.*

In informal conversation with Stacey P., she stated:

1. That it is she and her colleague, Shinead, who usually cares for the twins;
2. That yesterday, it was the informant who cared for the twins, her colleague was on her day off;
3. That the children were dropped off by their parents at 9.30 and that the mother picked them up at 12.30;
4. That it was the father who dropped them off at 14.30 and that it was the mother who came to fetch them at 17.30;
5. That she saw no-one strange in the surrounding area;
6. That the behaviour of the parents was always perfectly normal;
7. That she arrived in Portugal on March 18th and that she returns to the UK on November 7th 2007.

--- That it was not possible to speak with the rest of the carers, notably Shinead, because most of them were
absent and there exists higher priority work;
--- Attached are copies of the female employees' passports;
--- Attached is a list of their names with the recorded dates of arrival for each, [and] the planned date of leaving, among other things;
--- Also attached are the creche attendance registers for the children, of the recent days.

Signed: Manuel Pinho, Inspector.

External Inquiry Report

Translated by Luz

Following various informal conversations related to the area of research, we were contacted by a British citizen named Jeremy Michael Wilkins, holder of passport no. 205...., owner of mobile phone no. +44788...., living in ....London...He spends his holidays at, "WATERSIDE GARDENS," block G4, about 50 metres from the apartment where the small child was. He told us that yesterday, between 8.30 and 9pm, while he was in the "TAPAS" restaurant, he noted that a person of around 1.70m, with long blond hair, apparently of the "Rasta," style and dressed in green military-style clothes, entered the restaurant. This person did not stay very long. Their behaviour was somewhat strange and they seemed to be rather nervous. He was alone, he did not speak to anyone and left soon afterwards. The informant maintains that he has never seen this person in the village.

REPORT OF EXTERNAL WORK [Investigation Activity]

Date: 2007/05/04 Location: Praia da Luz
Entity that determined the activity: superiorly determined
Funcionario [employee] that executed it: Miguel P*** and Duarte F****, Inspector

Description and outcome of the investigation:
-------- On this date, we went to the Tapas restaurant, owned by the Ocean Club, located in Praia da Luz (Lagos), where we spoke with various employees of the restaurant, who were on duty there last night. ----------
-------- The subject of conversation was the disappearance of little Madeline MCCAN, especially the behavior of the elements of the group that dined at that restaurant yesterday, which was partly made up of the parents of the missing child, as well as if [whether or not] they had seen an individual suspect, with a blonde "rastas" [hairstyle] in camouflage pants. ----------

-------- JERONIMO TOMAS RODRIGUES SALCEDAS (Phone No "91 768 ####) - bartender:
- He saw the missing Madelaine, for the last time, yesterday at 16.45h next to the restaurant;
- He did not notice if from the group of British citizens (in number 8 or 9) that yesterday dined in restaurant (which was partly made up of the parents of the missing [child]), someone left [absented themself] during such dinner;
- He saw a walkie talkie on top of the table of the group, [like] those that are used to monitor noises of children, from a distance;
- He did not see a person of blonde "rastas", while he was working last night. ----------

------- SVETLANA STARIKOVA VITORINO (Russian citizen, with the telephone No "96635 ####) - kitchen assistant:
- Said that, yesterday, one individual, purportedly the father of the missing, left the dinner table where a group of friends (in number 8 or 9), for about 30 minutes. After having returned, a woman whom she believed to be his wife, also left the table, there having passed a few moments, all the guests left the table in question, except one elderly lady, who told her [Svetlana's] colleagues that that child had disappeared.
- During the time that she was working yesterday (between 14:30 and 23:00) she did not see any individual with blonde "rastas".

-------- MIGUEL SALCEDAS COELHO (BI No 1426####, telephone 91920####) - cook
- He did not know the missing or her parents, he knew only that they were part of a group of British citizens who usually dined there;
- As he works in the kitchen, rarely did he go to the tables, so he saw nothing;
- He did not see any person with blonde "rastas", while he was working (14.30 and 23.00) ----------

--------- JOAQUIM JOSE MOREIRA BATISTA (residing at Rua Ilha Terceira, no. 15, Lagos, Telephone No 91 277 ####) - table employee [waiter].
- Of the group of 8/9 British citizens who dined at the restaurant last night, as usual, of which the parents of missing were part (he didn't know them) he noticed that two individuals left the table, of the male gender.
- The first to leave was about 40/45 years old (tall, skinny, white complexion, with large [a full head of] hair of color gray) and the period of his absence was about 15 minutes, being that they had to [re-]heat his food, which had cooled;
- The second to leave (about 40/45 years of age, having the physical characteristics of the first, but having less bulky hair) did so for about 30 minutes, and that shortly after he returned, all left the table, except for an elderly person, who told him that a child had disappeared, the daughter of a member of the group, due to which he thought that the second person to leave could have been the father of the child;
- Of the times in which this group had dined in that bar it is [was] often [for] someone from the group to go to check at the apartments the state of the children (their offspring) who were sleeping there.
- He did not see any person with blonde "rastas", while he was working (16h00 and 00.00). ----------

-------- JOELSON FABIO SOARES SANTOS LÚCIO (telephone No 96948#### - was contacted in another restaurant of the [Mark Warner] group, situated in the same locality) - pantry boy
- As he works in the pantry, he never goes to the area where are the tables, so he saw nothing;
- He didn't know the missing or her parents;
- He did not see any individual with blonde "Rastas", in the period in which he remained in service (15:30 and 23:30. ----------

--------- RICARDO ALEXANDRE DA LUZ OLIVEIRA (as he was on his day off, he was contacted by telephone No 91 397####) - table employee.
- Of the group of 8/9 British citizens who dined at that restaurant yesterday, like they usually did, which was partly made up of the parents of the missing (he did not know them) he noticed that absent from the table, for about 15 minutes, [was] a man (tall, little more than thirty years of age, normal physical stature, white complexion and hair color light brown);
- It was usual [for] someone of that group, to leave to go to the apartments to check the children (children of the group members) who slept there;
- At the table, he always noticed [saw] the existence [presence] of an intercom;
- He did not see any person with blonde "rastas", while he was working (16h000 and 00h30).----------

------- As for the kitchen employee, MARIA MANUELA ANTONIO JOSE, given that she was not in service yesterday [neither] during the dinner [nor] when the disappearance of the child occurred, she was not interviewed. ---------

------ In the main reception (open 24h) of the Ocean Club, the signatory [undersigned] was able to observe a person with long hair, curly, blonde in color, with camouflage shorts and green sweat-shirt, which fit the description of the suspect of the "Rastas", it being that I questioned the receptionist about him, who said that this individual and his wife are guests in the hotel and he has been tireless, since yesterday, in search of the missing girl. Attached are photocopies of their passports as well as the hotel registration form. ----------

Signature of official: Duarte F**** - Inspector

--- A photograph of the missing female child was shown to all the employees there present, with negative results as to her recognition.
--- The service station manager, Sr.J.Nunes, made available the viewing of images from the surveillance cameras installed there, there having been analysed the images recorded from 21h00 on 3 May to 12h00 today.
--- In those said images, about 11h10 today, it was possible to observe the entrance of a couple accompanied by a female child with similar characteristics, whereupon I proceeded to recover the same and prints thereof for analysis.
--- The preservation of the images was requested for a future analysis.
--- In the service area opposite, direction West-East, the photograph of the child was also shown, again with negative results.

148 to 153—External diligence related to Flack sighting with pictures

In the context of following up this lead [PAGES 145-147], under the guise of this investigation, at 3pm, we made contact with various people living in the area surrounding the place where this lead starts, to check if the witness is mistaken or if the details come to agree with what he says in the context of Madeleine McCann's disappearance.

The object of this further action is the possible collection of new details which could help to clarify evidence gathered from the witness statement of a British citizen on holiday about 300 metres from the place from which the small child disappeared (more specifically Rua da Ramalhete, Lote 1, Apartment 7, Praia da Luz), who identified himself as Derek F., from Ilford, Essex, UK, [DOB and passport details given].

That individual reported a suspicious movement close to that area by an unknown male which, he is convinced, could be related to the matter at hand because it occurred so close to the location of that event and at a time very shortly before it.

In order to clarify this situation an interview has been booked for 6 May at 10h30 at the Policia Judiciaria station in Portimao.

[There follows a photographic report of the avenue Francisco Gentil Martins situated in Praia da Luz alongside the Ocean Club apartments.]

External diligence carried out at the Beach Bar in Burgau with CCTV images of Polish couple

In order to determine the comings and goings of the couple of Polish nationality, who spent their holiday in Burgau, we approached several business establishments and on the basis of the description which we have of the couple, the owner of the "Beach Bar" advised us that it could be two of his clients. He seemed to recall that the couple had lunch and dinner two or three times, without remembering the exact days, but it would have been at the beginning of the week. He knows that they are Polish because they spoke about football on the day of the Liverpool/Chelsea match, saying that Liverpool's goalkeeper was Polish. The match in question took place on May 1st 2007. They also discussed Portuguese and Brazilian classical music.

The couple know several performers from those countries. They asked the owner of the bar where they could buy music of this genre. The owner directed them to the FNAC shop at the Algarve shopping centre or to the Chiado commercial centre. They said they would probably go to Lisbon the same day. To the restaurateur, the couple seemed quite atypical of holiday-makers to that place. They paid in cash, the lady was often irritated and they dressed more formally than would expect for a summer holiday at a beach. The owner, however, did not perceive any abnormal behaviour from the couple.

The investigation determines that the couple effectively went to FNAC at the Chiado centre on May 2nd 2007 where they bought two comedy musicals CDs, paid for with credit card no. ... ... ... ..., the same one used to pay the Luzcar rent-a-car company for the hire of the vehicle, registration...AV-67. We seized the surveillance video and we attach photos from the FNAC surveillance system in which we can see the Polish couple in question.

External Inquiry Report

Description and result of inquiry:

• On this date, with the purpose of carrying out inquiries related to the collection of information pertinent to the present investigation, we examined the tourist business named THE OCEAN CLUB, situated in Praia da Luz;

• The site referred to is composed of various blocks of apartments and small homes, which are subdivided into four enclosures, separated by bushes and/or streets, composed of Waterside Garden, Waterside Village, Club Cottage and the Ocean Club Gardens.

We also made an inspection of a building contiguous with the Ocean Club, but not related to this business, with the designation Edificio Cristaluz;
We visited 443 homes, some of which were occupied as the inhabitants of those respective homes were questioned whether they had any information relating to the disappearance of the child, Madeleine McCann or if they witnessed another situation and/or suspicious activity during the dates preceding the events;

In the case of an affirmative answer, these witnesses were taken for formal questioning related to the investigation;

Residences that were not occupied were investigated but their availability was given to us via the employees of the tourist enterprise, and they were either scheduled for maintenance or for rent;

Some of the residences, belonging to the establishment, were not checked because they were unoccupied and there was no key available to access them. These were individual residences, that did not have Ocean Club maintenance contracts;

The present inquiry was undertaken by a total of six teams composed of PJ officers and maintenance technicians of the Ocean Club;
