In accordance with what was requested there proceeded the detailed observation and
discovery of possible trace evidence of a biological nature on the the three sofa pieces, with
recourse to [using] techniques of direct observation and a sweeping light using an alternating-wave light source appropriate for the task.

In a first phase there proceeded the recovery of various hairs existing on the referred sofa
pieces, using tweezers appropriate for the task, they [the hairs] having been placed in a paper envelope in accordance with procedures issued by the LPC Biology Section.
These recoveries were referenced as trace evidence numbers 1, 2 and 3 in accordance with the reference tags placed on the sofa.

Then there proceeded the search and detection of red/brown-coloured spots that would suggest blood on the three sofa pieces. All the spots detected were submitted to the "Kastle-Mayer" peroxidase test for the presence of blood; all the results obtained were negative.

There also proceeded, on all sofa pieces, the search for the possible existence of semen, skin, saliva, etc., the results obtained having been negative.
After the above search there proceeded the use of a chemical product to find latent blood traces. In the application of that product there were no results characteristic of the presence of blood traces on any of the sofa pieces.

- CONCLUSION -
In the examination performed on the three pieces of sofa, in the garage of the Portimao DIC of the Policia Judiciaria, there were detected and collected various hairs, as better described in the body of this report, they having been referenced as trace evidence numbers 1, 2 and 3, which were delivered to the LPC Biology Section under delivery note 199/2007-CR/L, copy attached, for them to be preserved for future/possible expert examination.

The present inquiry deals with the investigation into the disappearance of the British girl, Madeleine McCann, a fact that occurred on 3rd May 2007 in Praia da Luz, Lagos.

During the course of the investigation diverse material/articles and objects susceptible to containing biological vestiges have been collected.

At the beginning of this month of August a curtain was collected from the living room of the apartment including a portion from the same pair of curtains, materials that were sent to England with other articles/objects for subjection to examination.

With the aim of preserving and maintaining the CHAIN and CUSTODY of evidence during the lack of conclusion from the examinations that are being carried out in England, the remaining inferior part of the curtain was collected.

Date and time of collection: 28th August 2007 06.35 hours
Place: Apartment 5 A, Ocean Club Resort, Praia da Luz

Accordingly we request that the piece collected and delivered to the Police Scientific Laboratory be PRESERVED for the eventual carrying out of complementary examinations.

- INQUIRY -
This is the report of the specialist examination of a dwelling situated at Apartment 5A, of Block A of the tourist accommodation building, "Ocean Club" - Praia da Luz, Lagos, from where there occurred, on 3 May 2007, the disappearance of a minor of English nationality.

- OBSERVATIONS AND ANALYSES PERFORMED -
On 4 May 2007, at 15:30, a Crime Scene team from the Police Science Laboratory, comprising the undersigned, went, at the request of DIC PJ Portimao, to a dwelling situated at Apartment 5A, of Block A of the tourist accommodation building, "Ocean Club" - Praia da Luz, Lagos, in order to perform a specialist examination of the location.There follow photograph displays of the exterior of the apartment to be examined as well as detail of the entrance thereto.

Initially a general observation of the interior of the apartment was carried out it being seen that it comprised a kitchen, a living room, a bathroom, a master bedroom and a bedroom with two single beds and two small cots for children.

Then began the detailed observation of the apartment interior ending with the search and recovery of forensic trace material relevant to the present examination.
Initially the search began for latent shoe-prints it being verified that dozens existed on the floor, in the various rooms of the apartment, which invalidated the attempt of identifying those of the perpetrator. Also, innumerable tracks [footprints] that were taken to be canine in origin mixed with red- and white-coloured chemical products, as used to see fingerprints, and an enormous quantity of hairs probably of animal (dog) origin that made it difficult to find possible traces, especially in the bedroom of two single beds and two children's cots from where the minor disappeared, and next to the aluminium window/door leading from inside the living room to the exterior area behind the apartment.

It proceeded with the search and recovery of hairs from the floors of the pathways [a] of the front door hallway and [b] from the aluminium window/door of the living room up to the interior of the bedroom with two single beds from where the minor disappeared, and from the entire floor of that bedroom.
[NOTE: I have inserted the [a] and [b] into my translation to make it clear that there were two pathways being examined.]

In this search the following was recovered:
- various hairs from the floor in the area of the doorway of the bedroom with two single beds from where the minor disappeared, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #1;

- various hairs from the floor area next to the bed where the missing child was sleeping, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #2;

- various hairs from the top of the bed where the missing child was sleeping, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #3;

09_VOLUME_IXa_Page_2314 First reference to stain on bedspread - various hairs from the floor area next to the bed opposite to the bed from which the sleeping child disappeared, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #4;
- various hairs from the floor of the living room, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #6;

- various hairs from the floor of the main door entrance hallway of the apartment, they being placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC and referenced as trace evidence #7;
On the single bed opposite to that from which the child disappeared, despite it being impregnated the red-coloured chemical product referred to, the search for hairs proceeded,that search having been negative.

After the recovery of hairs described above there proceeded the search for possible traces of semen, using a variable-wave light source appropriate for the task, there being identified various [several] areas where fluorescence characteristic of this type of trace evidence was seen.

The areas where the fluorescence was seen were submitted to a "Phosphatise test" search there being a slightly positive reaction (purplish colour) only in area of the bed-cover of the single bed opposite to the bed from where the minor disappeared, a piece of that bed-cover being collected and placed inside a paper envelope in accordance with instructions issued by the Biology Section of the LPC, it being referenced as trace evidence #5;

A search was also made for possible biological traces and fibres on the single bed from where the minor disappeared, using a variable-wave light source appropriate for the task, the result obtained having been negative.

09_VOLUME_IXa_Page_2315 The area of the pillow of the bed from the minor disappeared was inspected with the intention to detect the presence of some smell [aroma] characteristic of volatile substances typical of chloroform or ether, this search proving negative

There proceeded the search for possible blood traces in all of the apartment, using a variable- wave light source appropriate for the task.This search resulted in the detection of several spots having a red-brown tone that suggested blood, which were subjected to a "Kastle-Mayer" peroxidise test, the result obtained, in all cases, being negative.

There also proceeded the observation and search for blood traces inside the apartment using a chemical product to find latent blood traces. In the application of the referred product no results characteristic of the presence of blood traces were found

After the examination of the inside of the apartment and despite the immediate surroundings of the referred apartment not having been preserved [protected] there proceeded the detailed observation of the exterior there not having been detected the existence of any objects/traces of forensic value and [nor] of any traces of shoe-prints in the garden area of the apartment.
The recovery of cigarette stubs was not viable due to the existence of a reasonable quantity thereof within the referred perimeter.

Inquiry: This is the report of the recovery of trace evidence on 4 August 2007 from
Apartment 5A, Block A, tourist resort "Ocean Club" - Praia da Luz, Lagos, from where
there occurred, on 3 May 2007, the disappearance of a minor of English nationality.

Observations and Analyses Performed.

On 4 August 2007, at 15h00, a crime laboratory team comprising the signatories
went, at the request of DIC Portimao PJ, to a residence at [the above address] in
order to collect trace evidence from the place.

According to the request by the officers of the DIC Portimao present at the location,
the undersigned should proceed to inspect, "by naked eye" [in natural light] and
through the use of a light source that can alter wavelengths appropriately for the job,
and to the recovery of all spots [stains; marks] existing on the floor and on the wall of the living room next to the place from where there were previously lifted and collected four floor tiles, and on the back of the blue, cloth-upholstered sofas that were next to that wall.

We were informed by those same officers that those recoveries should be performed
through swabs commonly used by the English police (which were given to us by those
DIC officers) and that there should not be used any of the indication tests that permit
to identify what type of trace evidence those spots might contain.

It was also requested of the undersigned that they entered into contact with an
English scientific advisor, named Jonathan Smith, who indicates the manner in which
to proceed with the recovery of those spots.In that contact the undersigned were told that they should use in the recovery of each spot two (2) swabs: one applied directly onto the spot, and the other previously moistened with distilled water and then applied onto the spot.

In line with the above request from the DIC officers the search and identification of spots was done, in natural light and using a light source that altered wavelengths appropriately for the job, on the wall.
In the search there were thirteen (13) spots, there being three (3) in diverse areas of the floor and ten (10) in diverse areas of the wall.
Those spots were recovered with cotton swabs referred to before (two swabs being used for each spot) they having been referenced as trace evidence numbers 1 to 13.

Following that, the search and identification of spots, in natural and altered-wavelength light appropriate for the job, was made on the back of the blue, cloth-
upholstered sofas that had been next to the wall. Two (2) spots were identified in that search.
Those spots were recovered using the above-mentioned swabs (two swabs per spot) they having been referenced as trace evidence numbers 14 and 15.

Finally, the search and identification of spots, in natural and altered-wavelength light appropriate for the job, was made on two (2) blue curtains. Several spots were found. Because there were no further English police swabs available, the [blue] curtains, together with their white lining, were taken and put into a paper package referenced as trace evidence number 16.

Conclusions:
On 4 August there were collected at [the above address]:
- Three (3) spots from the floor, numbered as trace evidence 1 to 3;
- Ten (10) spots from the wall, numbered as trace evidence 4 to 13;
- Two (2) spots from the back of one blue, cloth-upholstered sofa existing in the living room, numbered as trace evidence 14 to 15;
- Two blue curtains with white curtain lining from one of the windows of the living room, numbered as trace evidence 16.

In accordance with the request by officers of the DIC Portimao the material referenced as 1 to 16 were delivered to FSS Laboratory, Birmingham, United Kingdom under cover of delivery note number 286A/2007-CR/L, a copy of which is attached, for further laboratory examination.

Finally, it was also requested by the investigating officers that we proceeded also with the delivery to FSS of Birmingham, United Kingdom, for further laboratory examination, a piece of the other white lining from the blue curtains numbered 16, that had been collected on 3 August 2007.
The paper package containing that piece of white lining was delivered to FSS of Birmingham, in the United Kingdom, under cover of delivery note 286B/2007-CR/L, a copy of which is attached.

Report of Forensic Examination


Requested by : Portimao DIC

Examination Initiated on 6 August 2007


REQUEST



The report of the examination of the vehicle, make Renault, model Scenic, of grey metallic colour with number plate 59-DA-27 which is parked in the underground car park, floor 4, Largo 1 de Maio opposite Portimao Municipal Chambers is requested.


OBSERVATIONS AND ANALYSES CARRIED OUT

On 6th August 2007 at about 15.30 a team from the Crime Scene Sector of the Scientific Police, composed of those signed below, upon the request of the PJ Portimao DIC went to an underground car park opposite the Portimao Municipal Chambers with the aim of collecting forensic vestiges from the Renault Scenic vehicle, number plate 59-DA-27.


In accordance with the request officers from Portimao DIC present at the scene the undersigned should proceed to the search and gathering of eventual biological vestiges and fibres from the vehicle in reference.

Those undersigned were also asked to enter into contact with a scientific advisor of English nationality, Jonathan Smith so that he could indicate the manner in which to proceed to gather the stains in question.

This contact informed the undersigned that in a first phase they should proceed to search and gather hairs, followed by fibres and subsequently eventual blood vestiges. During the search for these vestiges and alternating source of light should be used and the Kastle-Mayer test, the eventual blood vestiges should be collected by means of two swabs for each stain, the kind of swabs usually used by teams from this sector, the gathering should be made by the direct application of the swab on the stain and another should be gathered using a second swab moistened with distilled water.


Finally, and after the examination conducted by this team a canine from the British police should be placed inside the vehicle, specialised in detecting human blood vestiges. But he informed that if the animal in question indicated the presence of eventual human blood vestiges inside the vehicle, the components of the areas indicated should be gathered and sent for laboratory analysis.

If, after the presence of the animal inside the vehicle, no eventual blood vestiges were found the chemical product Luminol should be used and if the results continued to be negative, the vehicle should be completely dismantles and analysed piece by piece.


Observation of the outside of the car was initiated, no relevant forensic vestiges being detected for carrying out the examination in reference. The following are photos of the outside of the vehicle and its number plate.

The examination of the interior of the vehicle was initiated, register was also taken of the kilometres clocked – 9329 km.

Observation and location of vestiges was made by means of using the techniques of direct observation and an LW Gold Panther Forensic Light Source Kit with white light and various complementary features appropriate for the purpose.

During the first phase search and collection of hairs was carried out using tweezers appropriate and conditioned for the purpose in paper wrapping. The following vestiges resulted from this search:

1A. Head hair collected from the driver’s seat.
2A. Head hair collected to the right of passenger’s seat.
2B. Head hair collected from the floor next to the right front passenger’s seat.
3. Head hair collected between the front seats.
4A. Head hair collected from the left area of the back seat.
5A. Head hair collected from the middle area of the back seat.
6A. Head hair collected from the right area of the back seat.
7A. Head hair collected from the left seat of the luggage area.

Finally, a minutely detailed search was made for eventual blood vestiges and any other biological vestiges in the interior of the vehicle.

From the observations made inside the vehicle several areas were detected containing stains that appeared to be of haematic origin, they were subjected to tests looking for peroxide existing in blood using the Kastle-Mayer test, all of them reacted negatively.

A general search was also made looking for blood vestiges from more expectable parts of the interior of the vehicle (the jack, accelerator pedal, hand break, door handles, car key, vehicles controls etc) which underwent the same test looking for peroxide by the Kastle-Mayer test, all reacted negatively.


No blood or biological vestiges were found in this test.

After the examination of the vehicle was complete the human blood specialist sniffer dog was introduced along with Martin Grime of the British police who coordinated the dog’s movements. After a few moments Mr Grime informed the team that they should collect the key and other materials from zone M or from the interior of the luggage compartment given the fact that the dog in reference had identified these materials as places where eventual blood vestiges existed. The undersigned gathered these materials placing them in paper envelopes with the following references:

10. Parts of the vehicle luggage area.
12. Vehicle ignition key.

CONCLUSION

In the examination carried out on the vehicle Renault Scenic number plate 59-DA-27 parked in the underground car park opposite the Portimao Municipal Chambers the following vestiges were referenced and collected:

Finally, two swabs were taken from Assistant Specialist Vilhena as well as fibre from his clothes given that he had driven the vehicle to the car park, these have the reference numbers vestiges 14 and 15.

According to the request from Portimao DIC the material referenced from 1 – 15 was delivered to the FSS laboratories in Birmingham with delivery guide 286/C – CR/L for subsequent laboratory analysis.
