External Inquiry

Date: 2007/05/07
Place: Lagos/Ponta da Piedade

Officer responsible for inquiry: Carlos Pimenta, Inspector and Pedro Vilhena

Description and Result of Inquiry

Yesterday afternoon, a German citizen, E***** V****, contacted the Lagos Maritime Police to say that during a boat outing in the zone in front of Farol da Ponta da Piedade, in Lagos, he saw a dark coloured bag amongst the cliffs, the bag was of some volume, contents unknown .

Given that this individual was not available for the rest of the day, it was not possible for the Maritime Police to locate this object and the inquiry was programmed for today, in the morning.

Embarking from " Lagos", at around 09h00, leaving from the quay of the marina (Lagos), the undersigned in the company of Assistant Specialist Pedro Vilhena, Commander Marques Pereira as well as two officers from the Maritime Police, following the indications of E**** V***, who accompanied us, we left for the ocean to the exact place where the bag in question could be observed. The bag was found lying on a part of the cliffs with difficult access, about 15 metres above the water line. Upon considering the place where the article was found, we had other PJ officers go to the same place via land. These officers managed to reach the bag in question and proceed to recover it.

Photographic reports follow the statements with land-earth perspective.

Attached to the statements is the RDE elaborated by the "team" which collected the article in question.

Comments and or the proposition by the officer who executed the inquiry:

External Inquiry

Date: 2007/05/07
Place: Lagos/Ponta da Piedade
Officer who requested the inquiry: Gonçalo Amaral
Officer who carried out the inquiry: Vitor Matos and Jorge Reis, Chief Inspectors, Antonio Brigantim, Carlos Dordonnat and Luis Pereira, Inspectors

Description and Result of Inquiry

---On this day, the undersigned, accompanied by the PJ officers mentioned above, went to Ponta da Piedade, with the aim of recovering a black coloured bag that, in accordance with the information received, was unusual in that location and could be related to the facts currently under investigation;
This is a zone of ravines and caves, and is normally passed by tourists in boats;
At the site, with the help of an embarkation from the indicated ocean zone, and where the black bag could be seen, diligences were carried out that culminated in the localisation and collection of the bag;
The ravine where the bag was found, a rubbish bag, is in the Camara Municipal de Lagos (CML), and the bag contained another bag usually used for fertiliser as well as a rock ;
The ravine where this bag was found was littered with rubbish and fishing lines and cigarette buts indicating that it is a zone frequented by fishermen;
The ravine is located, in geographic terms, with the following coordinates, 3704750 North (N) and 840124 West (W);
Given that the fertiliser bag had dark stains on it, after being photographed, it was sent for analysis to the Technical Police/Crime Scene Unit, specialists Mrs. Joao Paulo and Viegas, whose preliminary exams were negative;
---The attached photographic report was carried out and follows:

Comments and/or proposals by the officer who executed the inquiry:
It appears to us that the characteristics of the location where the bag was found make it likely that it was an object used by a fisherman who may have discarded the bag and who has no connection with the facts of the ongoing investigation;

Signature of the officer.

Report on Visualisation and Analysis of Photographs

On this date, I can inform that photographs from a CD provided by Leicestershire police were visualised and analysed, these referred to photographs taken by the F***** family during their holidays at the OC between the 28th April and 5th May 2007.

Upon analysing these photos, the result was that there was at least one photograph where some of the elements making up the group of friends of the McCann couple were visualised, nothing relevant being found for the investigation.

Portimao, 23rd May 2007.

Email received from Leicestershire police

Would you kindly permit an officer to visit Mrs F*****?. She has recently been on holiday to the MW complex and is in possession of video footage taken by her husband. It is understood that the footage is currently contained on their home computer. The allocated officer will need to review the footage and all footage of the complex should be downloaded onto a suitable storage disc. Mr F**** has indicated that it probably only consists of a thirty second pan of the playground area/pool area/Tapas bar. Mr and Mrs F are not technically competent to download the data. Please statement accordingly re exhibit continuity.

I have spoken to Mr F this morning and he has been advised that local officers will make contact with his wife.

If possible please send a copy to me for initial viewing in the Incident Room

External Activity Report

Date: 08 – 11 – 2007

Place: Vilamoura

Responsible Officers: García do Santos, Rodrigo & Ricardo Paiva, Inspectors

Description and result of activity

On this date at 23.50 we went to the Pacífico Bar, located in the Vilamoura Marina in the Marina Lusa complex.

There we personally contacted the owner of the bar, Aurélio Mendes Guerreiro, in order to find out in what circumstances two phone calls were made from the fixed telephone at the bar nº 289301562 to the mobile nº 447903108397 belonging to Kate Healy on 4th May 2007 at 00.47 and at 01.02.

Aurélio Guerreiro explained that both phone calls were made by him as he had been asked by an English lady who at the time of the events was in England, called Pat Perkins, who had been a client of his some years ago and used to spend her holidays in Vilamoura, asking him to help a British couple who were on holiday in P da L and whose daughter had gone missing.

According to what he said, Pat Perkins lives in Liverpool and is a friend of Kate Healy’s mother and was in Kate’s mother’s house when she phoned him to ask for help for the McCann couple. As it was not possible for him to go to P da L personally, he contacted the mobile number Pat Perkins had given him, saying it was the couple’s number and spoke in English with a man, whose identity he does not know and whom he told of his willingness to help in anything that was necessary in relation to the disappearance of the little girl, whom he later knew to be Madeleine McCann.

He added that a few days later, on 7th May, the same Pat Perkins sent him an email containing a request for help to find Madeleine and containing an annex with a photo of Madeleine for public distribution.

Joined in annex are photos of the bar and a copy of the email.

Signed.

Subject: Madeleine, age 3, you can help find her for her Mummy and Daddy

On behalf of Kate and Gerry McCann and all the family, please help us find Madeleine.

Madeleine, age 3 was abducted from her bed in the family holiday apartment, P da L Algarve, Portugal on Thursday 3rd May.

Police and all of Portugal are trying to find her. The Portuguese people, holidaymakers and expats have been a great support to the family and continue their efforts.

You too can help. Please circulate this plea to publicise Madeleine’s photo and ask for information, no matter how small to be passed on to the authorities.

Whether you are in the UK, Portugal, Europe or beyond, please forward to all your family, friends, colleagues and business associates.

Someone out there will have some information that will lead to Maddy’s return.

The internet can be a powerful tool in finding Maddy, who is so loved and missed by us all.

Let’s use it positively.

Please pray for Madeleine and all the family at this devastating time.

We need your help. We know you won’t let Maddy down.

God bless.

External Diligence Millenium Restaurant 06/05/2007

We went to the area where we attempted to locate the Millenium Restaurant, to verify it, that the same belonged to the tourist resort Ocean Club of Praia da Luz. In that place, we verified that to access it it is necessary to pass through the reception where they demanded our identification. The head of the restaurant, Luis Barros, contactable on mobile xxx, clarified that the group of whom the missing child and her parents were part, comprising eight adults and nine children, ate in that restaurant on the day they arrived, namely 28.04.2007, because the other restaurants of the resort were closed. They all ate as a group, parents and children. He referred also that that group came with a half-board scheme, i.e. the right to breakfast and to dinner. In relation to dinner they only ate there on that day, although they took breakfast every day in that place accompanied by the children. He pointed out that, while the space is open to the general public for dinner, it is used almost exclusively by clients of the "resort". Having been shown the photo of the Polish couple, he did not recognise them. We also contacted the receptionist, Monica Marques, mobile number xxx, who told us that besides herself her colleague Elisa, mobile number xxx, and intermittently Luisa Coutinho, mobile number xxx, worked there. Having been shown the photograph of the Polish individuals, Monica Marques said that she had never seen those people.

Processo Vol II pages 304-305
External Diligence Burgau 06/05/2007

- In order to determine the exact trail of a couple from Poland, and who were on holiday in Burgau, we performed various tasks in particular with the catering establishment in the town, in the supermarkets, in the Garrafeira Ribeiro, in the Brizze Cafetaria, where we showed the photo from the Loja FNAC of the Chiado shopping mall, where [in which] the two above mentioned individuals are known to be (on the left of the picture), neither of them being recognised in any of those locations.
- The same was attempted at the Refúgio restaurant but it was closed for its official day of rest.
- Contacted, the owner of the Beach Bar, who had already referred to serving a Polish couple, as per the Information report from the undersigned officers dated 05.05.2007, after being shown the above photo immediately recognised the lady and the individual with longer hair as having been the customers to whom he had referred the day before.
- We also contacted the owner of the Papelaria Fernandes, Gilberto Ferandes, where if it was intended to throw off the trail the possibility of the Polish couple having obtained various letters with the word "casa" [home; house], and other letters ending in a "z", as well as sticky tape to affix [fix; fasten; secure; seal] those letters, it being that when he was shown the above picture he immediately identified the lady and the individual with the longer hair as being the Polish couple, affirming peremptorily that it had not been this couple who had obtained such letters from him.
- Asked how he met the couple he clarified that on 1 May they were in his shops, the paper shop and the gift shop, where they asked the price of various things [but] leaving without buying anything.
- He knew they were Polish due to talking about football, in particular Liverpool and Chelsea about the defender Dudec, who is Polish.
- He pointed out that the couple were dressed in the same way as they are portrayed in the photo.
